From the NATCA BBS:

ZME stopped departures today at 15:45 CST during the FDX outbound due to radio and radar outage. FDX aircraft shutting engines down all over the airport...

No info other than that right now.

Meanwhile in other news, the Senate has again stalled a bill that would implement "next-gen" radar and radio services within the next 10 years providing unprecedented services to private and commercial aircraft.

Sounds like a no-brainer to me...but hey, we elect these people.

ATCSCC ADVZY 082 ZME 08/09/08 ZME ARTCC GROUND STOP CANCELLED.

ZME ARTCC STILL HAS EQUIPMENT OUTAGE ISSUES BUT CONDITIONS HAVE
SOMEWHAT STABILIZED. AT LEAST 12-15 FREQUENCIES HAVE FAILED, AT
LEAST 3 RADARS HAVE FAILED, INTERFACE CHALLENGES STILL EXIST. SOME
LAND LINES ARE ALSO STILL OTS. HOWEVER, ZME IS NOW ABLE TO ACCEPT
AIRCRAFT TO AND THROUGH THEIR AIRSPACE (WITH SOME RESTRICTIONS).
THEREFORE THE ZME1 GROUND STOP IS NOW CANCELLED.

UPDATES WILL FOLLOW AS NECESSARY.

Wow... again???

Memphis (tower, approach, or center) seems to have this happen to them at least 2-3 times per year. In the last few years, I have personally been affected by more Memphis airspace outages than all other facilities/locations combined. Even more impressive considering that I don't really spend much time flying in that area of the country.

The answer is, it has happened too many times. You are right. It's pathetic.

It will take a "thin pink mist" mixed with bits of aluminum before anything gets done. Credit for the quoted portion goes to a blog called The Main Bang.

I don't understand everything I don't know about this.

I flew through MEM last September while coming back from my son's weddiing. I was in Gatlinburg, and flew TYS-MEM-IND, with the last leg on a NW DC9. We apparrently were not airborne more than 10 minues enroute IND when MEM had radar and radio systems failures. I like to think someone was looking over my shooulder, cause I found afterward that it took quite awhile before traffic started to flow again

Here's a chronological observance from a MEM tower controller:

- At 15:42 CST a FDX pilot called the Clearance Delivery position and informed me that ZME had just lost all radios and radar, and that there was "a lot of chatter" on 121.5 regarding the situation.

- Tower stopped departures and started making phone calls downstairs and to ZME to see what was happening.

- TRACON Coordinator said that they had just talked to ZME, and that our departures were still released.

- Tower FLM called ZME TMU to get the skinny, and TMU said that all frequencies and radar had been lost. We were to stop departures immediately.

- At 15:45 a GI message came across the FDIO: "GI W3 EFF UNTIL 2130Z... GROUND STOP ALL DEPTS DUE TO RADIO AND RADAR FAILURES WITHIN ZME...... TMC/UU092045"

- We called the FDX Ramp Tower and instructed them to hold all of their aircraft on the ramp. Approximately 15 FDX aircraft were already enroute to the runways, and they shut engines down for the wait.

- At 16:10 a GI message came across the FDIO: "GI W3 EFF UNTIL 2200Z... GROUND STOP ALL DEPTS DUE TO RADIO AND RADAR FAILURES WITHIN ZME...... TMC/UU092110"

- At 16:40 we were informed that all MR1 and QB1 departures would be routed out the UN1 Gate. Low altitude departures landing within ZME airspace had to be APREQed on an individual basis. 10 Miles in Trail to all ZME sectors. Some ZME sectors had radio/radar, while some did not. TRACON should coordinate with each sector to ascertain which frequencies were actually being used. Some mention of BUEC, but I didn't catch everything.

- At 16:44 a GI message came across the FDIO: "GI S2 GROUND STOP FOR JET DEPTS DESTN OUTSIDE OF ZME IS CANCELLED... EFF UFA APREQ PROP DEPARTURES OR JET DEPARTURES DESTN WITHIN ZME WITH TMU... DIAL 88..... TMC/BP092144.

- At 16:45 ZME TMU called to say that 20 Miles in Trail was the new requirement. FDX Ramp Tower was called and informed of the plan, requirements, and restrictions. They agreed to hold all aircraft on the ramp until the 15 that were already at the runways had departed.

- At 16:56 the TRACON FLM called the Tower and said that 10 Miles in Trail was all that was needed. This was contrary to what ZME TMU had stated earlier. After the first pair of 10 in-trail popped off, the TRACON Coordinator called the Tower and "reminded" us of the 20 Miles in Trail restriction.

- At 16:59 a GI message came across the FDIO: "GI S2 GROUND STOP ALL DEPTS DESTN MEM DUE TO FREQ/RADAR OTS UNLESS OTHERWISE COORDINATED... UPDATE BY 2300Z... TMC/BP092159"

- AT 17:00 a GI message came across the FDIO: "GI S2 EFF 2200Z TO 0000Z APREQ ALL DEPTS DESTN MEM WITH TMU - DIAL 88... TMC/BP092200."
