Does anyone know who the 747SP parked at PHX belongs to? What is it doing there? The one thing I thought was curious was that it wasn't parked where the other charters typically park. The plane was parked (as of yesterday) just West of T2.

mmmmm... Cargo holds full of Pineapple in the Arizona summer. I dont think those planes were ever the same.
It is Qatar Amiri Flight, this aircraft belongs to the Government of Qatar, a small state in the Gulf reigon.
Check google if you are interested to know more about Qatar.

Keep in mind that outside of NYC (and rival to Rochester, MN), the greater Phoenix area has some of the best treatment centers in the entire world (especially for Cancer). There are two seperate "Mayo" institutes in Scottsdale, along with numerous other specialty treatment centers. It is very common for affluent people (heads of state, independently wealthy, etc) to come to Phoenix for months at a time for treatment for various ailments.
And sadly, the airport up in Scottsdale doesnt allow the 747SP to land
