In February 2009, I am flying MIA-CDG on an AF 744. I found out that AF only has 3 out of 13 744s fitted with PTVs. Do they have any plans to introduce IFE to the rest of the 744 fleet?

I also heard that some of the 744s only have PTVs on the upper deck. Can anyone confirm this?

I tried to get upper deck seats for my flights but they seemed to be full. Is upper deck reserved for Elite pax?

Yes it is since it's a much pleasant cabin, as you said some have PTV while not in the lower deck, and you even get a slightly better pitch.

If you mean PTV's AFAIK they do not because the 744 fleet will start leaving the fleet as the high-Y 77W come on board.

Most of AF 744 have PTV. I flew on them a leats 25 times and I had no PTV one time (aircrafts used to Caribean). Upper deck is economy class and the best seats you can have is row 60 (upper deck,first row). Try to have that seat (60 A or 60 F is better) but they usualy keep these seats for Sky Team elite members travelling in Economy. Good luck and good flight.

Not necessarily. Flying Blue members get preference over upper deck, but you don't need to be an Elite member. I'm only Flying Blue Ivory and still got upper deck seats coming back from Mauritius last year. It depends on availability. I was on one of the aircraft which had no PTV on the lower deck but was fitted in the upper deck so I had a great flight (F-GEXB). I wouldn't like to have been on the lower deck, it looked awful for the 11 hour flight. You'll find my trip report with lots of photos here:

ALL the AF B744 have PTVs at the upper deck.

No. As all the B744 will be retired from service before 2012.

Correct.
The last 3 aircraft delivered to AF have PTVs in all the cabin. They are F-GITH / TI / TJ.

Elite passengers as well as FB/G, FB/P are seated in priority at the upper deck. It is also possible to book a seat at the U/D according to the fare you pay.
