I was scrolling through President-Elect Obama's transportation policy, and he states that he's delegated $60 Billion to improve Transportation nation-wide, per Link. My question is two-fold: first, Do we currently have the technology at a practical level where implementation is economically feasible and, second, would the price tag fit into the $60 Billion Transportation aide package?

For more insight regarding The Next-Generation Air Transportation System.
