Unusual? As much as I hate to say this, this is not unheard of in, well, certain places. It is not clear if the authorities will ever release a final report or if that they do, it will be of the quality and depth that we have come to expect from various countries in a 'first world nation'.
I believe Kenya to be a fine country, and have friends who have been there with much good things to say. But at the end of the day, they have a certain level of financial support, infrastructure, politics, and expertise directly available to them. For something this involved, they may not necessarily have all the pieces they need to put it together as places elsewhere might have.
So, yes, I would be thrilled if a reasonably supported final report does come out at some point, but if it doesn't, wouldn't be shocked.
