An *uneducated guess* would be:

for flight-testing the aerodynamic efficiency of wings/fuselage nose of military/civil a/c; simulating various speeds/conditions & evaluating the response.

Cheaper than building a whole a/c, and then testing I would presume. (Military a/c).

ps It looks a bit chilly over there! Reminds of the weather we're getting...  Insane

It is the original 757 prototype.

Boeing is one of the contractors for the avionics systems for the F-22 fighter. This aircraft was used for testing those systems.

Because several of the antennas on that aircraft are conformal they had to create those surfaces to give a place to mount the F-22 antennas.
