Why do some aircraft cabins have seat-cushion flotation devices as opposed to the vest alternative?

More like the other way around.

Most seat cushions are designed to float. Life vests are found on overwater-equipped aircraft; seat cushions are by default.

From what I recall, those with "just seat cushions" can not fly overwater, rather no more than a few miles off the coast.

At NY we had our 737's with vests so we could fly a shorter route to MIA. The DC-9's, with only seat cushions, had to hug the coast.

Anyway, this is what I remember.

An aircraft with flotation only cushions can only fly up to 50NM from shore. With life vests, you can fly up to 162NM from shore. With life vests, rafts, and survival kits you can fly more than 162NM from shore. Flotation cushions are basically glorified fun noodles. The NTSB has stated many times that seat cushions are not adequate substitutes for life vests. Seat cushions are made to sit on, not save your life. The reason cushions may occasionally feel lumpy is because they are packed full of foam so that they will float.
