Got into work today and to my surprise flights were landing and taking off once again on 4L-22R. After what seemed to be forever, construction is finally done although the weather was horrible this morning so we stilled had a lot of delays but so glad the project is done.

I'm hearing Spring of 10 and lasting upwards of 3 months. Whats funny is all this work thats being done is like 7 years overdue. Typical Port Authority. I mean, they have more money then god and yet major important projects like this are pushed back 7 years? I'm sure there is red tape that goes along with projects like this, such as the EPA, FAA ect ect having a say in what goes on but 7 years is insane.

Out of interest what's the reasoning behind extending 31L/13R? Would have thought at 4450m ish, and being a sea level airfield, it's already long enough for almost anything?!

There re-doing some of the taxi ways, putting in holding pads, and I believe resurfacing the runnway. I'm sure updating, taxi, runway and landings lights are in the project with some other things that I'm just going to have to ask. Both these projects are being done to "improve delays".

And also, though this is tangential to the main thread, why is the threshold displaced so significantly at both ends of 13R/31L? There aren't any major obstacles or terrain problems at either end that would require it.

Not really...until the re-surfacing gets to an intersection where you would have to close down 2 runways LOL. The heaviest of aircraft use almost every other rwy at JFK. The weather plays the largest role (along with coordinating rwy usage with LGA, EWR and TRACON). During the winter, you get winds coming in from the north/northwest so the 31's are VERY common to use. But during the summer when you start getting the winds coming in off the water, the 13's become very heavily used, and often times during the summer you will see a combination of arriving flights on 22L, 13L and 13R, departing flights 13R and sometimes 13L. Doing it in the middle of the peak periods wouldn't be a big issue, they can use the 4's or 22's without a problem.

Not completely sure, but my best guess would be that on the approach side of 31L you are crossing the 4/22's. Displacing the threshold allows for departures on 31R while 4/22's are in use without there being any problems with departing a/c crossing intersecting rwys.
As far as the displaced threshold on the approach end of 13R, I have 2 guesses. That end has the Canarsi Approach so planes are banking in until they are basically at the airport. This may be a safety precaution to allow the aircraft a little extra time to straighten out and line up with the center line. My other guess would be the dense housing in the Howard Beach/Hamilton Beach area just a bout 2000 feet off the end of the runway. This would bring the planes in just a little higher for added safety?
If anyone has the exact reasons, please correct me if I am wrong.

The biggie is the resurfacing which would be leading to the runway closure that is well overdue. IIRC, they want concrete instead of asphalt because of the life span. While asphalt makes for a nicer ride and is durable, it degrades faster than the concrete. They want it to be a looooong time before they have to close the longest and most active runway at JFK again LOL!!
