Apparently the City has been doing construction on some Taxiways. But I have been totally baffled too. According to the Planning Telcon, the affected taxiways were S (Which is the one running parallel to 9R-27L) and one right at the departure end of 9L. But yet 17-35 isn't being used at all and is somehow affected by this, even though the other taxiways are nowhere near 17-35, or have no effect at all.
They are running an east operation due to winds which means they cant land two parallel runways, but why 17-35 isn't available with relatively light winds in VFR is a mystery. Air Wisconsin flights were taking two to three hour delays because of this.
OPNL, have you heard anything more about this from your ATC people at WN?

Construction activity on a taxiway would not usually constitute an obstruction on a runway... unless a construction/service/airport vehicle got stuck on the runway while crossing it (guess on my part).

I'm guessing that the taxiway(s) at the departure end of 9L slated for construction activity is either W (which is perpendicular to the runway) or westernmost segment of K (which is parallel).
If it's the construction project I'm thinking of; it's a continuation of a pavement rehabilitation project/contract that convened over at the intersection of Taxiways M,N,S & S1 a couple of years ago (where rutted asphalt paving (due to high sitting traffic) was replaced w/concrete slabs). The segments of K and/or W over at the 9L end will be replaced w/concrete. The Taxiway S segments near the M,N,S,S1 intersection will also be replaced w/concrete while the farther sections will be simply repaved.

1:18 from Pushback to liftoff for us in PHL tonight. Our taxi route was... Gate C26, J to spot 9, K3, K, V, J, Z, S, Y, P, W (I think). We were also groundstopped coming to PHL from PIT around 3pm ish due to ATC flow but never did find out why. We did land 27R though with 9kt east winds. They again changed the airport back to an east flow which I imagine contributed to the problems.
We offered to use 35 for departure, as did SWA 775, but we got a verbal "shrug" from ground and we continued on our ground tour of the PHL airport.
The departure rate was horrific.
