hmm is this a political move pending the DOT decision to review citizenship, a tax break, or just the fact that they have extra aircraft (not making money) to loan out, or do they 'owe' Virgin Group?

I'd go with none of the above, I would think its a promotional move, something Virgin branded entities do frequently, VS did a similar during the first gulf war IIRC, which created much publicity, and I think it likely that this has similar objectives.
