Just priced out a ticket SIN-Moscow on SQ, and was intrigued by a SGD28 "pax service and security charge". Anyone have any idea if this is a fee that is either wholly or partly retained by SQ, or is it a fee that goes to airport etc (and therefore does not benefit SQ)? In other words, is this just a disguised add-on fare?

That sounds like an airport fee to me. Based on the description, it seems analagous to a "Passenger Facility Charge" in the US.

There are two general categories SQ list on my ticket out of FRA.
Airport/Government Taxes, which I believe are costs passed through to us (~4.6%).
Then there is the Carrier Surcharges (YQAD and YQAC) which I believe is SQ's, and in my case is up to 7% total.
Hope this helps.
