Are there any lounge facilities at Heathrow T3 where I can clean up on an a.m. arrival from NY before stepping out? I'm traveling on VS but not in UC. If not, can I rent a room by the hour at an nearby airport hotel?

Access: From secure transit area (airside) requires valid entry to UK via immigration and passport control.
From arrivals (ground floor):
Follow the signs for Trains/Heathrow Connect. Before you get to the ticketing area take the lift or the escalators on your left to the Mezzanine level. YOTEL is located past Wetherspoon next to Caffe Italia.

I've stayed at the Yotel at LGW before and found it to be very good, albeit the rooms are a little small. However they do rent by the hour so if it's just for a shower and freshen up then great!

Maybe a bit off-topic, but are there any hotels at LAX which offer rooms by the hour? I am flying from Amsterdam to Samoa in December and have 7 hour lay-over between my flight ex AMS and to APW.

There's a handy website called http://www.between9and5.com that should be able to help you. However, if you do have a long layover, might be worth checking about booking a standard room for a whole night as you might find comparable rates.
