With Airbus working on the A350 and Boeing working on the 787 and 747-8i is there any chance that Tupolev and Ilyushin have any plans to develop a new airliner to better compete with Airbus and Boeing.

Short answer... No. Right now there simply isn't any infrastructure. The Sukhoi jet is what everyone has their eyes on. We'll see when it rolls out with SU.

The policy is to concentrate recources on Sukhoy (for short and medium) and MS-21 project (medium - intercontinental).
It hurts me as a Russian but I don't see any reason to invest modest recources into another wide body project.
Another thing - engines. I guess NK-93 might be a serious progress. Certification is expected in 2010. If successful - they are planning to change pylons of TU-204 for NK-93.

A lot of talk on RUS forums about stagnation of industry and possible breakthroughs, like application of cold plasma. Which can only happen after it's used in military sector, obviously.
