Indeed, routes from RYG or TPS to BHX, EDI or EMA wouldn't have been strange.
It might have to do with the complaints of FR about the ADP. As we all saw, they did not stop expanding completely, but the seem to have slowed down quite a bit.

I'm actually surprised they haven't launched BLQ-EIN yet. I had expected that one before BDS-EIN, for example.

From the information I can find, AGP is to open a new terminal (Terminal 3) in Easter 2010. The project seems to be delayed a bit, as it was originally planned to open in 2008.
Google Streetview does show construction work on the new terminal, but I don't know when these pictures have been taken. (But can't be too long ago).
Also, there is a second runway to be built, originally planned to open in 2010, but I don't know if that project has been delayed too. (Does anyone have information on this?)
I wouldn't be surprised at all if FR is planning to start a base at AGP once the new terminal is open (then probably other airlines will move to the new terminal and FR will fill the void in the old buildings).
Back to TPS:
FR will increase the number of aircraft based at TPS from 2 to 4. I really wonder how the airport can handle 4 simultaneous departures in the morning wave. I flew through TPS last August, and when my flight departed, there was one more departure at the same time. The airport was really crowded. The departure hall (after security) was completely full with 2 departures. Also the public hall of the airport (with check-in and coffee corner) was not prepared to handle 360 passengers.
I found it very surprising that their retail facilities were not prepared for so many passengers. Many people were not even able to buy coffee because of the long queues. Especially as this is where the airport operator can possibly benefit from FRs traffic volumes, they didn't seem to take advantage of it.
Interesting enough, when I was there, they were expanding the arrivals hall (and luggage belt), however this was in my experience the only part of the airport that wasn't too small.
