Sounds like a good idea to me. But the trouble would be to get people, especially Londoners, out to Stansted. As Stansted is considered a 'tertiary' airport, or airport that is far away from city. Stansted is far compared to Heathrow and Gatwick. But other than that a Stansted hub would be a good idea.

While US carriers are allowed to operate US-Stansted, I don't think that it would work well. In the early 90's, American flew to Stansted, but they dropped that service in favor of added LHR/LGW service. I think that Stansted service would only work for an airline that didn't fly to any other London airports, and even then most of the passengers would probably be Americans who ae just loyal to the airline. Stansted really isn't convenient enough to the city, from what I understand, for passengers to choose it over Heathrow or Gatwick.
