The tense is wrong in the article. The Oz government intends to lift some of the foreign ownership restrictions on Qantas, it has not yet done so. To do so it has to amend the "Sale of Qantas Act", which means passing an amending act thru Parliment. Probably not a problem, but you never know.

The white paper can be found here: http://www.infrastructure.gov.au/aviation/nap/index.aspx in both pdf & doc formats.

As far as SQ goes I doubt it. Even if SQ wanted to I strongly doubt QF does and I really, really doubt the competition authorities will allow it.

I think you (and likely others) interpreted the FlightGlobal article correctly, FlightGlobal in turn though, from my reading of both documents, clearly misinterpreted the Govt. Aviation Whitepaper.

Flight Global is WRONG in saying that the changes have happened, they haven't they are Proposed, not already done as stated in the article. The proposed changes, as far as I can see, are correctly reported in the article, but they haven't happened yet and there is a (slim) chance they won't make it thru Parliament.
