How Do You Get New Airlines At Your Airport

Greensboro (Piedmont Triad international) is my home airport. We currently have 110 flights a day with Delta, NW, US Air, United, American, Airtran, Continental, Shuttle America, and Air Canada.

We had Eastwind, Valuejet, Eastern, Piedmont, and Peoplexpress for a while in the past.

Anyway, I currently fly alot and there are very few budget flights out of here. How do you go about petitioning new airlines to fly in? I'd love to see Midway, Southwest, Midwest Express or Skyway fly in here.... is there any way to do this?
