I found this interesting, aren't the seat producers should work side by side with Airbus, why SQ made different contracts for singal aircraft ?

I believe it's quite common that seats, galleys, restrooms, IFE (?) are ordered separately.

Did SQ inspect the earlier 10 aircraft for conformance to the original specifications?
This is the FAA and the Japan Transport Ministry that made the ruling, so what about the other agencies?
Don't the public needs some reassurance from someone that those flying are safe?

This is probably not Airbus's fault. SQ contracted for seats for the first tranche of 10. SQ then delayed committing to a seat configuration for the second tranche of 9 for as long as possible.

I'm not sure what SQ finally decided upon. There was consideration of making the entire upper deck business class. I don't expect the seats to be different at all, but the configuration might be different.
