Why WN Also Said Richmond?

It has turned into a much anticipated event when Southwest announces its 'next new city.' Industry followers and fans alike love to speculate on these announcements. So why, then, did Southwest also 'pre-announce' Richmond in their Norfolk press release? To my knowledge they've not done that before, and I was curious as to why they'd so casually identify a new city like that, the way they did.

My guess is that Richmond is the state capital of Virginia, so it's good to keep those folks in control of the purse strings, very happy. It doesn't cost any money to make "in the future" announcements, and soothes any ruffled feathers.
