Anyone know why a small, wingletted bizjet was lined up twice for 28R this morning and flew missed both times (towards the BTG VORTAC) this morning? (A little after 10...). At least that I saw...it might have done it a few more times.
Is the FAA flight testing something here? I would assume a training flight would use either a sim or a less busy airport

I'm not aware of the plans to lengthen 28R.
Also, I'm uncertain of which approach the "Flight Check" Lear was checking - could it have been more than one?
During our approach to 28L (just after 11 a.m.), the Lear was called out as traffic on approach to 28R, but we
weren't informed of which approach it was flying.
