I know that it has been discussed in the past that KPNE cannot be used for commercial aircraft due to the weight restrictions at the airfield. But considering PHL really has no room left. Can PNE be used like LGA is used in New York?

I have a family member in that area ..... It's ashame because using PNE might be what Philly needs to ease congestion at PHL. I don't really see WN going due to there investment in Terminal E. Maybe B6 and FL would be interested.

Philly does not need a 2nd airport. Philly needs:
1. 2 sets of parallel runways with a midfield terminal (with the green people and the NIMBYs it'll likely not happen for some time).
2. Less RJ/prop stuff like LGA
3. A people mover so that somebody can get between the terminals (a la ATL) in less than 10 minutes
4. A more regular and nonstop rail link to Center City

You need about 3.5 x 1.5 miles of land area to build a realistic reliever for PHL.
For PNE you need all the land up to Hwy 1 and Hwy 63/Woodhaven. The Southeast corner would need to be near the intersection of Hwy 13 and Holme. There are hundreds of homes and businesses which would have to be bought and torn down.
Even if the airport authority could get past the huge amounts of money needed, they would still face decades in court trying to get the land.
I've always thought that Willow Grove would eventually be taken over as the reliever. It could be expanded to the northwest much easier than PNE could be expanded. I also eventually see DOD closing Willow Grove and moving all operations to McGuire.
