There's a short blurb on Reuters about a report that Air China is looking to start a new business focused airline.

My guess is that the launch plan here may be a premium branded service between select domestic cities. Thoughts?

Independent biz only airlines (ala Maxjet, EOS, Silverjet, etc) don't seem to work because of the lack of connections and because of the lack of a loyalty program. However, biz class only airlines that are partnered with major airlines such as Openskies and Privatair seem to do well.

That does seem to be the definite pattern. If you can have premium only services with an already well established frequent flier program plus other things like lounge facilities you have a pretty good chance of succeeding. If you are starting from scratch, it seems to be an uphill battle.
