False Tcas Reports At JFK

Several aircraft departing from JFK this evening have reported "false TCAS" indications on the climb out according to the tower. TCAS is the Traffic Alert & Collision Avoidance System. Any idea what could cause this? Does it pose any risk in such a busy airspace?

Ships carry transponders that are often seen on TCAS systems on aircraft. Also when the navy is in town, they may have an aircraft on the deck on standby.

The biggest risk from the false alarms is that repeated instances may cause a sub-conscious sense of complacence to develop amongst pilots.
