SLC Will Xray Passengers For Food

Now here's my question. The article states that these machines are mostly used at airports that have extensive international coverage, wheras SLC only has direct international service from Mexico and Canada. However SLC officials acknowledge that they will have quite a bit of international traffic during the Olympics. But won't most of these international passengers be clearing customs in other US gateway cities and therefore not be subject to an additional search upon arrival in SLC?
