My question is what was the last major mainliner project to come in on-time and on-budget?

I would say that Embraer is doing it. For sure the projects are not on the same scale of A and B, but I was surprised on how fast the Phenom program achieved certification.

On time-Boeing (before the 787) had a pretty good record.
On budget-forget it.
