Various websites are indicating delays at ATL due to a runway obstruction. What is exactly going on? Did an airplane miss a turn and bury the gear in the mud? If so, whose airplane and what type? Which runway is affected?

10/28 is the furthest out runway and I'm guessing with the fog and low visibility, it's harder for ATC to keep an visual on the runway and the runway is used for landings. Taxiway SJ is the taxiway that connects 10/28 to the rest of the taxiways/runways on the southside of the airfield. But if SJ was closed, SC should have been as well.
