Isn't McCarren's FIS facility moving to the new terminal? So I would imagine most or all of the international carriers or those carriers that use the international terminal will be moved to the new terminal.

Some of the gates in Terminal 3 will be capable of handling international service, and once Terminal 3 opens, the airlines that currently operate out of Terminal 2 will move to Terminal 3.
As for what other airlines will move into T-3, who knows at this point. About the only ones we could rule out are Southwest, AirTran (With the merger with WN, they'll eventually move to the WN gates on B & C.), Allegiant (Assuming that they don't do Hawaii service from LAS if they ever do launch service to Hawaii.), and US Airways (Especially considering the gates on A they've currently mothballed.). My own thought is that the other airlines that currently operate from the B Gates (Spirit, Virgin America, Great Lakes, and WestJet) could eventually move to either gates on D or to Terminal 3, leaving B for Southwest and US Airways. IMHO, WestJet is a likely airline to move to T-3 since they currently do operate some seasonal service out of Terminal 2 due to cities like YLW, YXE, and YQR not being US CBP preclearance airports.
There was a thread about Terminal 3 a few months back, and a lot of interesting information was posted in it by user mccarranmanager:
