Saw on the company e-mails this morning that FLL's runway project is starting today with Phase 1 (3-MAY thru 7-JUL) and rolls through 2014 with Phase 4.

I suspect they'll be weight penalties on some of the longer haul departures from 13/31.

Nowhere really close by like the other runways. You could follow the approach path I guess. They fly right over my apartment. At least now at Terminal 3 I can plane watch when i'm bored since they'll be right there.

I was driving 595 yesterday and saw a Westjet 73G landing on 13/31 which is not normal. Kept driving towards I95 south and to Griffin Rd where I could see some maintenance being done to 9L/27R. I then parked at the end of the runway to do some spotting. I'm flying tomorrow from FLL, hopefully it wil be the second time one of my flights uses 13/31

Saw 4 airbus fedex planes on the ground yesterday. Could they possinbly operating an additional flight with an airbus instead of flying the md11/10 in for a while. Usually its 2 airbus and a MD in the evening but this was 4 airbus.

Very good point. I was surprised that the plans would eliminate this runway. Guess there just aren't enough days with a strong enough crosswind component to warrant this runway anymore once the new runway is done?

Rarely, almost never. The winds usually come off the atlantic 95% of the time so they always land on 9L. The last time i've saw them use this runway was when a Delta 738 blew an engine on takeoff, and that was only for a couple landings.

OR would they use it like Miami does with their crosswind runway for some arrivals/departures during peak times?

They have to. The elevated structure of the east end of 9R/27L wouldn't allow any further use of 13/31 as a runway...

Sooner. Here's a link to the latest phasing plans, indicating sometime between 2012 and 2013 as the site prep begins on that portion of 9R/27L.
