NAUTICAL MILES AT AND BELOW 3500 FEET MSL.

Due to flooding, there are fears of problems at a nuclear plant in nearby Blain, NE.

It says right there in the TFR that it is due to flood relief. There are probably helicopters dumping sandbags.
