Russian lessor Ilyushin Finance has signed a tentative agreement to take up to 20 Bombardier CSeries twinjets, a potential landmark deal for the type.
Ilyushin Finance is to acquire seven CS300s and three CS100s under a pact - so far amounting to a letter of intent - which includes purchase rights on another 10 aircraft.

Yes, it makes you wonder what's up at BBD. Obviously the turboprop market is doing pretty darn well, and why they haven't had more success with the Q400 whether it be economics, price what not, it's a very odd thing for them to be cutting production of the chief competitor to an aircraft in the ATR that's having a record year.
Again I don't know the reason BBD is struggling so much in this market, but they need to figure it out quickly, continuing to cut production just increases your costs, and makes availability tougher which only helps your competitor, and ATR needs no help lately...

This seems to be the common reason given, I'd believe it although I for the life of me don't understand why BBD doesn't lower that price now and then to get business or just to keep the line moving. I suppose my point is my only reluctance in believing this is that means that either their sales, or corporate culture don't allow them enough flexibility in pricing, which seems silly in this industry where insanely huge discounts are the norm. (20, 30 percent etc...)
That's the only reason why I've in the past been unwilling to commit to that being the one issue, but it would make sense I suppose... Although I know it'll never happen I'd love to see two competitive bids from ATR and BBD to see how close or far apart they are... It'd be really interesting to hear from the airline side of things why they are going in droves to one side of this equation...
Meanwhile EMB continues to have a very nice year. I love how they are just flying under the radar at this point amongst all the new product from all the newcomers to the playing field, C Series, SSJ, MRJ, ARJ, etc etc, and yet they just keep running along with the EJets, and continue to have an over 100 orders year.

Whatever the issue, it must be solved and soon. If it is price... Bombardier needs to figure out how to cut the price.

Averaging prices stated at various aircraft sites, the price of a new Q400 seems to be in the $23-30 million range; an ATR-72 is about $19 million. For many airlines, the performance advantages of the Q400 seem not be worth the price Bombardier wants to charge.
The quick way to lower the price is probably to move labor-intensive portions of manufacturing out of Canada, something Canada doesn't want to see happen.

Not always... Depends the certification cost of logistics and certification of the company that is out of Canada. (look at the logistics trouble for 787: extra cost can be absorbed on such a program, not on a prop like Q400)
Another factor is the priority given to the development of regional jets.
On solution would be completely quit the prop market. As a short term solution, it looks the best. But maybe they consider it is safer to keep expertise in props. By this way, if market decides to shift back to props, because of high fuel cost, they will be able to react quickly, and then, they will be aggressive in terms of price, cost,...
