As Kaitak correctly stated, the US embargo halted the delivery of the aircraft. There was a big poster of the LN 747 in TIP airport for years, which as a kid was a total mystery to me as to why. The US embargo led to some serious cannibalization of parts to keep the 707s and 727s in the air through the 80's. It also kept LN from buying the A300/310s as, IIRC, there was no issue with Airbus selling the planes, LN just couldn't have the engines for them! LN did eventually get 2 ex-BCAL 310s by being rather sneaky, but that's another thread.
