DME became too much crowded, and extension works are, I believe, late. Look at any photo of DME tarmac, it seems to be the mess! And also, boarding gates are too small to accomodate B744 or B777 passengers.
VKO is the closest airport to Moscow, located in the West, so easier acces by train or road to central Moscow and less flying time while coming from Europe (fuel savings).
Plus, extensive coverage of Russia and CIS destinations, through various other operators, in particular UT Air. And I am sure LH is in talk with UT Air for a partnership...

VKO now has a fantastic new terminal. Over the past 5 years DME has become a zoo - far too overcrowded and generally unpleasant to use. In the meantime SVO has opened a very decent new terminal (with a great train connection to the city, its far superior to the DME express which feels more like a regional train) and VKO has opened their great new terminal.

I thought it is the same group that owns SVO. I think they merged VKO owned by Moscow City administration and SVO which belongs to the Russian Federal State administration.

My understanding was yes SVO and VKO are owned by the government, however VKO has somesort of management or operational agreement with DME.
