According to AustrianAviation.net, OS is going to be placing their codes on all 4U flights between Germany and Austria. This includes VIE-STR and VIE-CGN, SZG-CGN and KLU-CGN.

Well it makes sense and is in line with the further integration of 4U within the LH group, like 4U's recent incorporation into M&M.

Well we all are. IMO LH really has no plan with 4U, the purpose of its creation was just to keep U2 away from CGN & STR after LH pulled out. After that was achieved, there really wasn't any future strategy, let alone growth plans, so LH has just been shifting 4U planes and routes around as required by circumstances.
