yes, the pilots should have reported the earlier problems and the flight had to go around instead of landing, but Boeing, who did know that the device did not work properly, should have to try to fix the problem instead of forcing the pilots to solve the problem.
None of the two companies are 100% responsible for the accident, all parties have a share in this crash
