I flew MSY-SLC-LAS and LAS-LAX-MSY on (2) CR9s, (1) 738, and (1) A320 last weekend. The CR9s had the EC sign next to the row numbers, but did not have the EC branded headrests. The 738 had both the EC signs and EC branded headrests. The A320 had neither.

The EC mods on the domestic fleet have been taking place since earlier this year- moving rows apart or in some cases, taking out a row. At that time, the row numbers/seats markers were changed to red along the overhead bin rails with the words : ECONOMY COMFORT on them. In the last month, aircraft are now sporting new seat covers that are a bit 'ribbed' , for a lack of a better word, and with a gray headrest with the ECONOMY COMFORT branding stitched into them.
Yes, ALL two class mainline and RJs are being outfitted with this product.
Here's a photo on an A320 with the new seat covers. It appears the rest of the YC seat covers will eventually be changed out w/the same ribbed look based upon the YC seats you can see in the the 737800 test ship, 3752 thread " Delta 'Modified' Interior " recently posted w/photos.

It's really close. Last night I flew ATL-CMH (and CMH-ATL in the A.M.). While both seat maps on the booking/seat selection didn't have EC designated - the aircraft had it.

DL seems to be taking a different approach than UA on E+. UA is pulling entire rows of seats ending up with several rows of E+ whereas DL looks on some aircraft to be possibly moving Y rows to add a few rows of EC with better pitch while Y gets squeezed.
It looks like the 764 has added three extra EC row (bulkhead existed already), probably by reducing the remaining 9 rows in the section 31 inch pitch. Great for those 28 EC seats, but the rest of Y could be going from 33 to 31. Ouch, especially if your number 29 on the list for better seating.
Maybe DL has different EC setups by aircraft type, but the SeatGuru maps show limited numbers of EC seats on many configurations. Please enlighten me if I'm wrong.

The number of EC seats will vary by the a/c type and even within the same a/c type as there are different 767-300/300ER and 757-200/200ER cabin layouts.
