ATR-42 , 72 And Their Life Jackets

On board these aircraft , how come they have 2 floating device , seat cushion and the life jacket.. what's the point. I would think life jacket only would be enough without the seat cushion as you are floating. Also these aircraft without the life raft , what would happen if the aircraft ditch on a lake with ice water?
