Charter Brokers have relationships with airlines, and ground handlers. Several years ago I did a 9 day charter program to central Africa, if it wasn't for the broker, there would have been some stuff we wouldn't have been able to do.

Well, for the first line of the question my offer still stands.
for the second line, as FI 642 says, charter brokes facilitate a part of the transport.
Usually, the procedure is, the shipper with an urgent and / or or large transport need contacts hois hjouse freight forwarder who will arrange the transport from factory to domicile. The freight foearders contracts an ad hoc carrier through a charter broker and liaise closely with the broker. Pre-transport to the airport, customs handling at origin and destination , free site / domicile transport is handled in cooperation with the freight forewarder and the broker.,
