After watching the video a second time, I really can't see something offensive, the bikinis are very discrete, although the Vietnamese culture could be much more conservative ( ? ). Now, If the song of the video saying the banana this and the banana that was not only in the video but also during the show, well, maybe that is crossing some limits
The article didn't say if the fine is for safety reasons, moral issues or any specific situation.... anyone with a hint on what basis had the authorities for the fine ??

That looks a bit fake to me. Too many different camera angles. Not complaining though.

It could be that, in general Vietnamese culture is *slightly* more conservative than American culture when it comes to attire, etc. The things that set off my grandma are questionable (or barely questionable, for that matter). In fact, if you look at the guy at 1:05, that is the VERY face my grandma gives when she disapproves of something..
But, if you look at the video a fair amount of people seem to recording the event.. and most of them look Vietnamese to me. Older generation is much more conservative, younger generation is more in line if not more liberal than most Americans.

I am from VN so I will have a little more information about this topic to share with you guys.
This show was organize by VietJet Air for the Opening route of SGN-NHA. Because Nha Trang is a beach town, so that is the idea of bikini girl came from. Also, The girls who were dancing are part of the Beauty contest event called Miss Star which sponsored by VietJet Air as well.
The reason for the fine is Vietjet air has not informed the CAAV and Vietjet air does not have a licensed to organize "fashion show" .
They got fine for 20 mil VND (less than 1,000 USD) for 3 minutes show. I think it is worth marketing expense though
