Generally it will stay the same throughout testing, but if there's a conflict with another aircraft one of them will use the l/n instead or occasionally the last 3 of the registration in the case of the Chinese.
The BOE flight number is the numerical part of the variable identifier (ZA236 for VT-ANH, for example, will be BOE236).
A recent example of a conflict would be WE201 (Emirates A6-EGW) and YP201 (Indian Navy P-8 IN321). The Emirates used the last 3 of its l/n (1034 - BOE034) on the days that the P-8 was also flying.
