Infraero: No Agreement With US For Slots At GRU

On today's (14/09/2012) Valor Econômico, there is an article about the recent objection of US Airways against Gol's exemption renewal for the US market applied before the DOT. US Aiways objects the renewal on the grounds that Brazilian authorities are blocking its CLT-GRU service by not denying them slots.
US Airways tried the same thing with TAM a couple of months ago, but wasn't successful since the DOT was not convinced by US Airways' arguments.

Questioned by the journalists, Infraero stated clearly that there was never an agreement with US Airways. Furthermore, it explained that the slot allocation was not dependent on the airport's new operator. According to Infraero, US Airways was offered the time frame between 11h30 and 13h25, but the airline refused to accept it. The Brazilian ANAC also added that the time in which US Airways would like to operate is highly coveted and is currently unavailable.

If we consider Infraero's statement, we could say that US Airways has lied three times to the DOT in order to stall and not have to return any frequencies. The flexibility of the CLT-GRU frequencies to be used at GIG was based on the assumption that US Airways was having problems with the slots, but in reality it seems that US Airways was not willing to accept less coveted slots. Both motions of objection in 2012 were also based on that argument. If the allegation is false, it is plausible to conclude that US Airways was trying to distract the DOT with fireworks, so that it wouldn't realize that its frequencies have gone dormant.
