Wow that was close! I would say the aircraft that taxied out onto the active runway without clearance (PPR) or a visual check should loose their license.
Lucky that the aircraft had enough air speed to avert a disaster, although the stall warning sounded.

My goodness, a close call indeed. Good thing that the landing aircraft was still in the hold-off. Imagine if his wheels were already on the ground... Even then, the climb performance with full flap on that thing...makes you wonder
