This PC-12 started lowering it's landing gear right over the threshold (as can be seen from the video) and then right at touch down you can see some debris coming off the right wing. Why the gear was so late and what the debris could be I have no idea. What do you guys think

I'll admit that looks kind of late to be putting the gear down, but I agree with KC135Hydraulics it looks like the wing leading edge shed some ice rather than exploded.

It's possible ATC requested him to keep his speed up on approach for traffic separation. Or the pilot was keeping his speed up because of the icing he was picking up on approach. Just speculating here...

Looks a lot like ice coming off the tip, hardly an explosion. I'll agree that maybe keeping the speed up because of ice accumulation which explains the late gear? I'm not familiar with the anti-ice mechanism on a P-12 but maybe it failed?

I believe they just have the normal pneumatic boots, which I was taught you don't inflate the boots until considerable visible ice has formed so it breaks away like it did in the video. Otherwise, given a fast enough accumulation, you run the chance of having the ice form at a distance away from the boot, that when expanded, it won't break the ice off.

I believe your correct. Very well an icing issue and had to maintain a V speed to the runway to maintain lift.

Normal approaches in the PC-12 are conducted at 98, 89, or 84 kias for flaps 15, 30, and 40 respectively. This presumes no ice and no deice system failures. With residual airframe ice the book specifies flaps 15 and 105 kias. With a deice boot failure and residual ice on the airframe the book specifies 134kias and flaps zero.
As a PC-12 driver I think that situation is what the video shows; a boot failure with residual ice on the airframe. The flaps are set to zero and ice is dislodged during the landing, supporting this argument. As to why the gear comes down so late I have no idea.

Back 10 years or so ago, there used to be some Beech 1900Ds flying into/ out of DFW every day. Many times I saw them come in very fast and only drop the gear when they were over the threshold. ATC wanted them to keep their speeds up to 125 KIAS until they were over the runway if they were landing during a busy rush. Otherwise they had to use 13R which would greatly increase their taxi times.
