I've noticed that historically the pratt and whitney hi-bypass turbofans have had many
problems. the General Electric and Rolls Royce engines seem to be better products though
P&W smaller engines (eg. JT8D) appear to be serviceable. Why do so many widebodies
then have P&W engines. Are they cheaper?

All three engine choices for wide bodies have roughly the same reliability and performance today, with Pratt even ahead of GE on the 777.
It comes down to price, service contracts, relationships with customers, financing, politics and a host of other issues. Also to consider is the aircraft type and engine commonality.
Price is less of an issue than in the past. Engine makers have been known to practically give away the engines to secure a long-term maintenance and spare parts deal.
