Obviously it's not an actual Iberia flight if it's an IL-18.

Flight Aware glitch. IB doesn't fly IL-18, obviously.

Right but thought maybe a cargo flight operated for them by somebody else.

That could be. The four-digit flight number beginning with a 9 makes this plausible.

There is supposedly an Il-18F in Cuba still, so it's possible.

It could be an ACMI for IB, so it would carry their flight number.

It´s an Aerocaribbean Il-18F operating on behalf of IB with cardo, they do very often because apparently the flight to MEX are very heavy an can´t carry all the cargo, so they send it via HAV, that´s flight is quite regular visitor of MEX in the night.
The plane also do flights to CCS, and before CU got the Tu-204F that plane was really busy, Aerocaribbean had another Il-18 pax version that used to fly mainly to Varadero and Cayo Largo del Sur.
