No, no airline offers anything of the sort. Not on ATRs, and not on prop aircraft.
I can't really see the business case for it. The average prop flight is going to be fairly short, which means you're unlikely to get many takers on a paid-for basis, and I don't think it would offer enough of a competitive advantage to offset the cost of fitting the equipment and hauling the extra weight around.
Also, I'm not sure whether any existing systems are certified for use on ATRs or other prop types.
