Along with the pre-flight walk around when they should have confirmed the main gear pins were out, they should have also confirmed that they were stowed in the holder in the cockpit. My guess would be they were installed by the mechanic when they changed the tire at which point they should have made a log book entry. The nose gear on a Dash-8 does not have a gear pin, but a lock out button near the radome on the left side.
