I can't offer an explanation why the air traffic control tapes (which I assume you are referring to) have not been released, but one hilarious explanation is given on the site http://eionews.addr.com/newstracker.htm. I can’t find the exact article right now, but somewhere on the site they suggest that the US government radio controlled the planes into the WTC and Pentagon and, therefore, can’t release the voice transcripts because they would give away the “secret plot”. The whole site is rather entertaining but I don’t think the author(s) meant it to be!!

It was eerie to read in the second transcript, one of the crew of the soon to be hijacked UA175 reporting that he'd heard a suspicious transmission from the already hijacked AA11.

8:44:05 USA583: I just picked up an ELT (emergency locator transmitter) on 121.5 it was brief but it went off.

I'm assuming that this is when AA 11 hit the World Trade Center?

Speaking of transcripts, was the transcript for the 911 call made by the UA 93 passenger who had locked himself into the lavatory ever published anywhere? I'm assuming there would be one since all 911 calls are recorded.
