A technical stop is just that...a stop for technical reasons. They are not stops where passengers or cargo get on or off. Usually, fuel stops, but another somewhat common reason is to get a new crew to satisfy crew rest requirements.

Actually, ANC has a terminal just for this purpose. The pax are offloaded while the plane is serviced, but they are not allowed outside. The terminal, in itself, sits in the middle of the ramp, with no public access to Anchorage itself.
