Why Won't Mid-East Carriers Participate In Apis?

I'm watching Meet the Press right now, and they are talking about the Advanced Passenger Identification System, which sends information about passengers to US Customs and Immigration *before* planes leave for the United States so they can be checked against databases. They just said that just about every airline in the world participates except for those from the Mid-East, i.e. Jordan, Saudi Arabia, Egypt.

Why won't these carriers participate in this program? Any thoughts?
