Aviation Security Bill-Non Pax To Gates?

Does anyone know if non-pax are not allowed pass security is in this bill? Or is that just FAA mandated? If it's the latter, then the FAA could lift this ban right?

As of today, the FAA no longer deals with airport security. It is all under a new office created by the bill bush signed today. So it is up to this newoffice whether or not no pax will be allowed at hte gates. I would assume they will be.
